Now UNC, Chapel Hill has found the drain and successfully circled it. But they are hardly alone.
Some time later, Harvard stopped tenuring faculty. Now, I have a lot of reasons that tenuring should be cancelled, however it was in full force at that time. The effect was that people would come for the short time to get "Harvard" on their resume, knowing they could not settle in to create real academic programs in their field. As a result, students were getting taught by those just marking time.....not those invested in the institution.
A Devonian paleobotanist, and member of my doctoral committee at UNC, Chapel Hill, had been offered one of those un-tenured positions at Harvard. She turned it down, accepted a position at Chapel Hill, and has developed a very credible program.
