While Congress appropriates funds for them, without which they cannot operate, there is nothing that says the Executive cannot simply shut them down. Statutory authorizations do not commit the Executive to act, they allow it to act.
So in fact, a good deal of this rotten system could probably be shut down in a term or two or three. Trump said he wanted to, but had no idea how deep it goes. Now he knows; and he along with his successor could, I believe, make a pretty decent hole in the Deep State.

The aim, it seems to me, is to allow others to continue to think as more and more is SHOWN to be happening.
