Personally I believe that the only US Gov't functions that should remain in DC are those described in the Constitution: White House, Congress, Supreme Court. Everything else should be either closed down entirely, or if kept, moved somewhere else in the US. Which among other things, would make it more challenging for an enemy attack to shut down the country. Distributed assets are by definition more robust.
