A good starting point is to read and understand the Declaration of Independence and the Constitution. They are nowhere as difficult a read as most people likely believe -- especially if you sort of 'gloss over' the things like qualification of electors and such.
Those two documents come, in my opinion, as close as it is possible to get to 'mastering the true Rule of Law' at this moment in time.
