If the end is negotiation - which it typically is - waiting until your leverage is all but gone displays an extreme lack of strategic awareness (the equivalent of irrational confidence, pride, or simply evil.) Kind of like the five year old threatening to hold his breath until his parent caves to his demands...which is only slightly more strategic than the parent who caves to the child demands simply because of the threat of his breath-holding move - but I digress...
