I call this "lazy" writing because there's a word missing. As it stands, it potentially stalls the reader. For a moment, it had me wondering "what's a narrative Democrat?" until my eyes moved to the next line to discover "...have sustained...".

Ideally, it should read: "...memos that conflict with the narrative, which Democrats have sustained".
