He can also appoint Acting Directors without confirmation, I think, though not sure how long that can stand.

Scarborough Shoal is disputed territory, claimed by both China and the Philippines, far from the coast of China but only 119 nautical miles from Luzon Philippines. To write of the current military situation there while omitting this critical fact mars your reporting greatly. In fact, this is a region of escalating tension which has real potential for US involvement as the US and the Philippines are allied and coordinating in certain activities there. Chinese Coast Guard vessels have been harassing and attacking Filipino craft in these waters of late. No one has been killed yet, but a Filipino Coast Guardsman did lose a finger when a boat was rammed by a larger Chinese vessel. The Filipinos are understandably getting increasingly agitated over this harassment not far from their coastline and looking to their allies for help. Who knows where this will go, but the Chinese are acting quite aggressively and provocatively here, far beyond just conducting their own military exercises.
